The Americas Facing the Millennium Development Goals, Planning for the Implementation of the Stop TB Strategy and the Public-Private Mix Initiative

The Meeting of Heads of Tuberculosis Control Programs from the Latin American and Caribbean Countries is a recurring event that takes place every two years. Its general objective is to evaluate progress made in TB control and to share regional experiences.

The September 2006 meeting happened at a strategic moment for evaluating advancements in TB control related to WHO goals for 2005, aimed at developing national plans to reach the indicators set by the Millennium Development Goals (MDGs). In addition, the meeting provided an opportunity to disseminate the Global Plan to Stop TB and the new WHO Stop TB strategy and to discuss its implementation.

Beforehand, a meeting had been held for the supranational laboratory network, the results and conclusions of which were presented during the second day of this meeting.

At the start of the meeting the objectives, expected results, methodology, and agenda were discussed. To the latter the following three topics were added:

  1. XDR-TB (extensively drug-resistant TB)
  2. Mexico: Single Information Platform on Tuberculosis Information and the New Estimate of the Number of Cases
  3. Presentations by representatives of activist organizations and affected persons

Objectives

  • Get to know the Global Plan II, 2006–2015, the Regional Plan 2006–2015, and the plans of the priority countries.
  • Evaluate the progress of DOTS implementation and compliance with WHO goals for 2005.
  • Evaluate the epidemiological and operational situation of TB in each country with regard to the MDGs.
  • Discuss the implementation of new elements of the Stop TB strategy.
  • Discuss the implementation methodology for the Public-Private Mix (PPM) initiative.
  • Get to know the new data-collection forms proposed by WHO and discuss the importance of their implementation.

Methodology: The methodology followed in this event included conferences, plenary discussions, presentation of posters, group work and presentation of group output, and finally the presentation and review of conclusions and recommendations.

Expected Results

  • To get to know the epidemiological and control situation for TB in the countries.
  • To get to know the plans of the priority countries with a view to reaching the MDG impact goals.
  • For the countries to become familiarized with the elements of the new Stop TB strategy as well as the strategies for its implementation.
  • For the countries to become familiarized with the Public-Private Mix (PPM) initiative as a tool to increase DOTS coverage.
  • For the Region to adopt the new registry and information forms after having reached a consensus with the countries.
