WHO Member States negotiated the Framework Convention on Tobacco Control (FCTC), the world's first international public health treaty. The FCTC was adopted by the 56th World Health Assembly in May 2003. As part of its capacity building initiatives, the World Health Organization is working with the UN Foundation on a project entitled "Channel the Outrage". Channel the Outrage aims to successfully advocate for public health policies that will curb the tobacco epidemic and to increase support for the signature, ratification and implementation of the FCTC.

The Pan American Health Organization (PAHO), WHO Regional Office for the Americas, is now inviting proposals from non-governmental organizations (NGOs) operating in Latin America and/or the English-speaking Caribbean for projects that advocate for policies to curb the tobacco epidemic and that support the signature and ratification of the Framework Convention on Tobacco Control.

Grants available:

PAHO/WHO is offering two sizes of grants of up to US$8,000 and up to US$2,000.

Who is eligible to apply for grants?

NGOs that have experience in tobacco control issues and NGOs that have a good track record in advocacy on other public health or public health related issues. At least 8 NGOs in each WHO region will be funded.

Criteria for selecting NGOs

In making selections, the WHO Regional Offices together with WHO Headquarters will evaluate proposals based on:

  1. commitment in improving public health;
  2. addressing tobacco control in the constitution of the NGO;
  3. clearly identifiable constituencies and target groups;
  4. capacity for monitoring and evaluating on a regular basis;
  5. feasibility to translate NGO action into concrete initiatives at the local, national and regional level;
  6. experience in coalition building, leadership development and community organization;
  7. ability to monitor tobacco industry activities.

Project scope

Projects proposed by candidate NGOs should link directly with one or more campaign objectives:

  1. Inform and stimulate debates among decision-makers and the general public on the key aspects of tobacco control.
  2. Gain support for the different phases of the Framework Convention on Tobacco Control (FCTC) process from decision makers and the general public.
  3. Develop multisectoral networks including different areas of the public sector, the civil society and private sector, to successfully advocate for effective tobacco control policies.

In order to attain these objectives, NGOs should propose to:

  • inform and update national governments and policy-makers throughout the process of the WHO FCTC signature and ratification;
  • create and/or build on existing, well-adapted advocacy materials for use by the media, health professionals and other interested parties, encompassing the economic and scientific aspects of tobacco control;
  • strengthen collaboration between local, national, regional and international NGOs and WHO.

Mini grants

Mini grants of $2,000 may be used to fund small projects or activities that are proposed to address opportunistic interventions that can influence national public discussion and parliamentarian awareness raising aspects of the WHO FCTC signature/ratification process.

Language of proposals

Proposals will be accepted in all official PAHO languages (Spanish, English, Portuguese, French).

How to apply?

Each proposal should consist of the following components:

  • Background information on the NGO making the application. (See attached form)
  • Project proposal (1-2 pages), detailing goals, methods of work, products/outputs and timeline
  • Budget (See attached example)

NGOs that are selected will be required to report regularly on the progress and status of the project and will respond to WHO's requests of information about the project in timely manner and using established evaluation mechanisms and instruments.

Proposals will be evaluated jointly by PAHO and WHO Headquarters.
