Peru: Meeting with the Full Commission on Social Inclusion and Persons with Disabilities of the Congress of the Republic of Peru Print E-mail

 

A meeting was held with the full Commission on Social Inclusion and Persons with Disabilities of the Congress of the Republic of Peru in the framework of the Technical Cooperation among Countries (TCC) initiative. Dr. Hugo Cohen, PAHO/WHO Sub-regional Mental Health Adviser, and Edith Baca, PAHO/WHO Advisor in Peru, were invited to give a presentation on the mental health situation in Latin America in general and in Peru in particular, and PAHO/WHO’s principal recommendations on this subject.  

Data from the study on mental health systems in the region (known as WHO-AIMS) were shared, along with the Strategy and Plan of Action on Mental Health approved by the ministers of health on the Directing Council of PAHO (2009). The lawmakers were very interested in this information and Commission Chair Dr. Rosa Mavila facilitated the rich discussion that followed. The lawmakers were generally enthusiastic about promoting mental health legislation in Peru.

The participants agreed to remain in contact with members to support the drafting of a national mental health law. The sensitivity shown towards the issue was reflected in a declaration stating that mental health should be included as a priority in health and social policy. The ministry of health was specifically urged to ensure accessible, high quality community-based services and to activate the National Office on Mental Health.

Argentina’s experience in adopting and appropriately implementing its mental health law was cited as a promising example for Peru
