Criteria for use in Preparedness and Response CoverThis safety guide presents a set of criteria for developing the operational levels needed for decisions concerning protective and response actions in a nuclear or radiological emergency. The recommendations for emergency preparedness and response conform with guidelines set out in the International Atomic Energy Agency (IAEA) Safety Standards Series No. GS-R-2.

One of the mandates of the IAEA is to establish and adopt safety standards to protect people and the environment from the harmful effects of ionizing radiation.
