Description: This mini-workshop—a joint activity of the CARMEN Policy Observatory and the CARMEN School, held at America's Network for Chronic Disease Surveillance (AMNET)—was an introduction to the issue of public policies and decision-making with emphasis on health, within the context of surveillance, prevention, control of chronic noncommunicable diseases (CNCDs). Purpose: The activity had a dual purpose. On one hand, it attempts to familiarize the participants with the situation in the Americas with respect to CNCDs, as well as with existing regional initiatives for their monitoring, prevention, and control. Particularly, emphasized were the objectives and the experience of the CARMEN CNCD Policy Observatory. Furthermore, the workshop sought to familiarize the participants with several concepts, frames of reference, and instruments related to the design and analysis of applicable public policies at different governmental levels and functions. The agenda underscored the importance of establishing political agendas, structuring policy problems, and coming to a consensus through the discussion of both processes. Learning Objectives: Again, the expected result was for the participants to become familiarized with the current health agenda with regard to CNCDs, the corresponding initiatives, and some general concepts related to the public policy analysis and design. Approach: The sessions included presentations serving as an introduction to various issues, thus providing an opportunity for the participants to discuss them. Bibliography: A list of references for basic supporting information documents appeared within the slides of the presentations.
