The goal of the Global Forum is to contribute to Global NCD prevention by promoting integrated NCD prevention and control, working through regional networks in line with the Global Strategy approved by the 53rd World Health Assembly. This event will provide an exceptional opportunity to take stock of the progress being made both in the countries of the Americas and worldwide in the area of NCD prevention and control. It will support regional and national initiatives as well as regional networks, raising awareness of the paramount importance of ensuring that NCD prevention be placed on the health-care policy agenda.

The realization of this Summit represents a great accomplishment and a giant step in global efforts to confront the tremendous challenge that the burden of NCDs represents for public health. The Forum will bring together NCD program leaders from all six WHO Regions, as well as representatives of the Brazilian government and leading figures from the World Bank, World Heart Federation, International Union Against Cancer, to share their expertise, exchange their country experiences, and propose national and regional initiatives to tackle the NCD epidemic.

Objectives

  1. Encourage the development of regional networks of national integrated NCD prevention and control in all six WHO Regions.
  2. Support regional networks through interregional collaboration and international partnership.
  3. Disseminate scientific evidence and experience, and provide updated guidance on primary and secondary prevention of NCDs.
  4. Increase awareness of NCD prevention and control initiatives through advocacy at the regional and global levels.
  5. Promote the harmonization of monitoring and surveillance methodologies.
  6. Promote collaborative research and capacity-building in relation to primary and secondary prevention.
  7. Contribute to training and capacity-building, particularly in developing countries.

Satellite Meetings

PAHO has taken the opportunity to organize the following meetings on NCD Prevention and Control, to be held in Rio de Janeiro both before and after the Global Forum:

  • Global School Health Survey Implementation Training Workshop, organized in partnership with WHO, the CDC, and the Government of Brazil, from 6–8 November 2003.
    The Global School Health Survey (GSHS) is a school-based survey conducted primarily among 13–15-year-old students using a standardized scientific sample selection process, a common school-based methodology, and ten core questionnaire modules. This training workshop will provide the first round of training to eight countries from Latin America and the Caribbean (LAC).
  • Local NCD Surveillance Systems Meeting, from 7–8 November 2003, in partnership with the Centers for Disease Control and Prevention of the United States (CDC).
    This workshop on epidemiological surveillance systems for NCDs will review the methodological aspects of surveillance, show the advances in surveillance in the region, and make recommendations to overcome the barriers for effective organization of surveillance in LAC. The participants are the four countries to which a grant for local surveillance was awarded and others that have initiated a surveillance process in their Ministries of Health. Should any parties be interested to sending someone from their country, please inform one of the Contact Persons listed on the left. Unfortunately, there is no additional funding for this.
  • III Global Forum on NCD Prevention and Control, from 9–12 November 2003, in partnership with WHO/HQ and the Government of Brazil.
  • Biannual CARMEN Network General Assembly, from 13–14 November 2003, in partnership with the Government of Brazil.
    This meeting will report on the achievements of the Network and the difficulties Member Countries are currently facing, and will provide an opportunity for the countries to find joint solutions on noncommunicable disease (NCD) prevention. This year's meeting will review the recommendations made during the meeting of the CARMEN Network Directing Board in summer 2003. El Salvador, Guatemala, and Trinidad and Tobago will introduce themselves to the Network as new members. Attention will be given to the challenges and difficulties of NCD prevention, the effectiveness of community interventions, and the technical contributions of each country to the Network.

Costs will be covered for presenters, but unfortunately the Secretariat was not able to obtain funds to support all those who have expressed interest.
