This manual is ideal for health professionals who are developing a new cervical cancer prevention program or who are strengthening an existing program. The manual provides information on how to organize and deliver a program, recognizing that various service delivery options are needed for different geographic and cultural settings and a range of resource levels.

This manual provides practical information and tips on how to:

• Develop a program, including how to involve stakeholders, conduct a needs assessment, and set up the systems for service delivery and quality management.
• Ensure availability and accessibility of screening and treatment services.
• Build and maintain effective links between the community, laboratories, referral centers, other health services and health sectors, and data processing centers.
• Reach eligible women, provide counseling support to women, and improve quality of care.
• Train health professionals and provide ongoing mentoring to ensure performance to standard.
• Monitor program performance and ensure overall quality of care.
• Improve linkages between prevention and treatment and palliative care services.

The ACCP consists of five international health organizations—EngenderHealth, IARC, JHPIEGO, PAHO, and PATH—with the shared goal of preventing cervical cancer in developing countries. Alliance partners work to identify, promote, and implement cervical cancer prevention strategies in low-resource settings, where cervical cancer prevalence and mortality are highest.
