In November 1990 the Latin American countries signed the Caracas
Declaration, aimed - among other objectives- at promoting the respect for the
human and civil rights of the mentally ill, and at the restructuring of psychiatric
care on the basis of primary health care under the framework of local health
systems. The Declaration calls for the revision and redrafting of mental health
legislation that guarantees the fulfillment of the human and civil rights of persons
with mental illness.
