The national health system in Guatemala is formed by three large subsectors, traditionally poorly articulated among them, but that are currently forming new networks of relations within the framework of sectoral reform. The public subsector includes the Ministry of Public Health and Social Welfare (Ministry of Health) and the Guatemalan Social Security Institute (IGSS). The private subsector is divided into for-profit and nonprofit and on health sector reform, a model is emerging in which the Ministry of Public Health strengthens its steering and regulatory role, the IGSS has a financial mediation role and private providers offer services to both. The Ministry of Public Health and Social Welfare is designated to exercise the “steering role” of the health sector. Recently, the Ministry of Health was reorganized in a new structure.
The second version of the profile was prepared by a group of 15 professionals and national policymakers from the Ministry of Health, the Guatemalan Social Security Institute, the Municipal Development Institute, and the PAHO/WHO Representative Office in Guatemala. Technical coordination of the national group was the responsibility of the PAHO/WHO Representative Office in Guatemala. The review was commissioned to the GDS consulting firm.
