Uruguay has a mixed health system (public and private), where the public sector is unique in that it provides health care to the low-income population and the private sector for groups of average and high income. Assistance structures have been kept almost intact for more than half a century even though the social and economic environment in which they originated changed radically. The Ministry of Health is responsible for the standardization, evaluation, and inspection of health care throughout the country.
The Parliament has approved the functional restructuring of the MOH which is in the process of implementation. Three dependent areas on the General Bureau of Health were created: Health services, (Quality, evaluation and audit), Products (health teams, modified food, diagnostic reagents and drugs) and Health of the Population (Epidemiology and Priority Programs).
