1. Objective/Context

The Violence and Injury Prevention Project Community Communications Consultant supports the activities to achieve the objectives and expected results in the Project Work plan.  The primary focus of the consultant is to develop an implement a social communication campaign in an inter-sectoral and multidisciplinary manner, addressing violence and injury prevention in Ciudad Juarez, which can also be replicated in other U.S.-Mexico border cities facing similar situations. The Community Communications Consultant main responsibility is to design and implement the social communication campaign and assist in the development and implementation of media trainings to improve media ethics. In addition, the consultant will be responsible for various communication and information dissemination activities, including documenting and highlighting the Project activities; and adapt training materials to the curricula especially related to violence and injury prevention.

The incumbent requires experience working with public information, mass media and social communication and/or reporting, journalism, social sciences, public health, preferable with behavioral changes interventions experience. Experience developing, and/or implementing, community-based communication, disease prevention and health promotion programs, as well as in depth understanding of community participation and community development processes; experience in applying an ecological framework to interpersonal violence prevention strategies; and demonstrated commitment and ability to work in Ciudad Juarez, with diverse populations and both in English and Spanish.

Experience in strategic planning of communication plans/programs, social marketing, social media, video, photography, or the use of new media for institutional marketing; and key competencies to perform consistently in accordance with the fair and equitable leadership ensured by PAHO/WHO. The Consultant will be responsible for, but not limited, to the following:

2. Summary of Responsibilities

1.Develops and implements the social marketing and communication strategy/campaign based on the community;

2. Maintains close coordination with the Knowledge Management and Communication area of PAHO; and the World Health Organization Collaborating Centre for Community Health and Development at the University of Kansas;

3.Documents the development and implementation of the strategy/campaign to be replicable and evaluated;

4.Coordinates media ethics trainings for journalists;

5.Assists in the development of a branding plan for the project and ensures its implementation;

6.Provides technical support to Project staff in order to assess and address communication needs and opportunities; produce content for, and edit press releases, Web news and features, fact sheets, press kits, video scripts, social media content, multi-media, presentations, speeches/press briefings, review these materials for content accuracy, and consistency in terminology and style to highlight project;

7.Collaborate and provide technical support for the establishment and development of social media networks to promote the work of the Project and training materials;

8.Provide support to Project staff in the development and adaptation of training materials, including design, layout and printing coordination;

9.Maintain close coordination and communication with the Project staff;

10. Support work with community partners and other daily projects tasks;

11.Other duties as assigned by the Chief of the Office, the Project Leader or the Knowledge Management and Communications Consultant.

4. Skills/Technical Expertise
  • Knowledge and experience with the situation of violence in Ciudad Juarez and other border cities including causal factors, such as treating the psychological effects and how to prevent future violence.

  • Ability to work with multiple partner agencies and effective group dynamics.

  • Knowledge of U.S. Latino culture in general and particularly in the Mexico - United States border region.

  • Excellent oral and written communication in both English and Spanish.

  • Excellent skills in project development, implementation, monitoring and evaluation.

  • Demonstrated ability to prepare and make presentations aimed at professional audiences and political leaders in English and Spanish.

5. Education (Qualifications)

Essential: Bachelor's Degree in journalism, public relations, communications, or related field. A Master's degree will be an asset. 

6. Experience

Essential: 1-3 years of experience in related field.

7. Language

Bilingual (English – Spanish)

8. IT Skills

Ability to use computer systems and the use computer programs such as Microsoft Office Word, Excel and Outlook. Knowledge of other computer programs like PowerPoint, Microsoft SharePoint.
