Is the Chief of the U.S.-Mexico Border Office of the Panamerican Health Organization, Regional Office of the World Health Organization since 2006.

Has been with PAHO since 1992 and has occupied various positions in Washington, DC, before coming to the Border. Was Director of the Division of Health Promotion and Protection, and Chief of the Healthy Settings Unit.

Before coming to PAHO, she was a consultant with the Division of Food Policy and Nutrition with the Food and Agriculture Organization (FAO) of the UN in Latin America, the Caribbean and in Africa.

She worked as a nutritionist with the U. of Miami at the Jackson Memorial Public Health Trust with the women, infant and children (WIC) program, and evaluated the extended food and nutrition education program (EFNEP) in Dade County, Florida. Was a researcher with the Oregon Health Sciences University in Portland in Project INTERSALT, a multi country study (80 countries), evaluated risk factors and behaviors associated with NCDs.

She was Director of Health Education in the National Direction of Health Promotion, Ministry of Health (SSA) Mexico; was a Professor at the Autonomous Metropolitan University and a researcher with the National Institute of Nutrition also in Mexico.

Has more than 30 publications with PAHO/WHO, and in peer review journals.

Received a Ph.D. in food and nutrition policy from Cornell University, NY, 1996; a M.S. from the University of Iowa, 1975; and the B.S. from the Florida State University, 1973.
