This publication raises the most relevant issues on the subject, adapting to our reality and in line with the mandate set by the Directing Council of PAHO for us all, Member States and PAHO. We examine access to medicines, including a discussion on the importance of intellectual property, as well as other components of access. Our objective is to support the countries of the Region in examining the most appropriate mechanisms to ensure balanced and standardized social policies in the commitments that we have been promoting over the years, reflected in the majority of our legal regulations and plans for health. We have to overcome obstacles and implement policies that effectively contribute to the framework of the Millennium Development Goals and improvement of the health conditions and lives of our people. Based on the new developments of 2004 and 2005, we prepared a series of general recommendations, also recommendations for countries that have already negotiated bilateral agreements or are currently in the negotiating process. Our analysis and recommendations closely adhere to the vision of health that characterizes us and whose mandate we obey.
