The Pan American Health Organization (PAHO) has launched a process to select research and development (R&D) projects that contain innovative coordination and financing mechanisms to accelerate the development of medicines and necessary health technologies in middle- and low-income countries.

This process is part of a global initiative involving the six regions of the World Health Organization (WHO) that will lead to the selection of a limited number of demonstration projects for the 2014 World Health Assembly. The submission of proposals will be open to all sectors of civil society, and extensive participation is expected from academic and research centers, researchers, the private sector, and nongovernmental public health organizations.    

The projects should address priority areas to be determined by the countries of the Region at the first meeting of Member States in August. The call for projects and details on the submission criteria will be issued in September. An on-site meeting will be held in Washington, D.C., to select four projects that will be evaluated in December, along with projects from the other WHO regions, by an expert committee in Geneva. Background

In May 2013, the 66th World Health Assembly adopted resolution WHA 66.22 Follow up of report of the Consultative Expert Working Group on Research and Development: Financing and Coordination. This resolution urges WHO and its regional offices and member states to identify the research and development gaps in the acquisition, preparation, and distribution of health products for diseases that disproportionately affect developing countries. This resolution also states that demonstration projects should be identified so that action can be taken in relation to monitoring, coordination, and financing for health research and development.

By decision of the World Health Assembly and in preparation for the meeting in Geneva, the Member States (via their regional offices) will submit projects for consideration as demonstration projects that contain innovative mechanisms for the financing and coordination of research and development initiatives for the development drugs, diagnostic tools, or other health technologies that are lacking due to market deficiencies and disproportionately affect the most vulnerable populations.

PAHO will coordinate the process and the call for projects, while the Member States will be responsible for selecting the projects that will represent the Region of the Americas. To provide information directly, PAHO is calling on all sectors of civil society interested in participating and submitting projects to attend an online meeting on August 23 at 10:00 a.m. (WDC time).
