Health Sector Reform - Definition

The Comparative Analyses of Health Sector Reforms in Latin America and the Caribbean contained in this segment are based on the monitoring and evaluation segment of the Profiles of Health Systems and Services. Comparative analysis for the Central America Sub-Region; English-speaking Caribbean Sub-Region, and Andean Sub-Region are presented. The main objective of the Sub-Regional Analyses is to examine health sector reform trends throughout the LAC Region.

Region of the Americas

In 1998, the Pan-American Health Organization (PAHO) requested countries in Latin America and the Caribbean (LAC) to submit country profiles based on the "Guidelines for the Preparation of Health System Profiles for the Countries of the LAC Region." Such profiles were prepared by health sector national teams and submitted to peer review by recognized national academic Public Health institutions.

The Health Sector Reform Regional Analysis that follows includes information from 36 countries that submitted profiles by the end of 2003 and seeks to consolidate, compare and examine the similarities, differences and especially the progress countries have made in health sector reform (HSR). The content of this document, prepared by PAHO/WHO, is based exclusively on information reported by the countries National Health Authorities in their respective health systems profiles.

Central America and Dominican Republic Sub-Region

cover_reforma_sub_carepdo_sp.jpgA first version of the analysis of the dynamics (phases and principal actors) and contents of health sector reform in the sub-region of Central America and the Dominican Republic was carried out in 2001. Information for this analysis was included in the first edition of the Health Services and Systems Profiles for the eight countries grouped within the Central America and the Dominican Republic Health Sector Meeting (RESSCAD) (Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic).

English-speaking Caribbean Sub-Region

cover_reforma_sub_caribe_sp.jpgBased on the information included in the Monitoring and Evaluation section, a first version of an analysis of the dynamics (stages and principal actors) and of the contents of the health sector reforms in the English-speaking Eastern Caribbean countries was prepared. The country profiles of Anguilla, Antigua and Barbuda, Barbados, British Virgin Islands, Dominica, Grenada, Montserrat, Saint Lucia, and St. Vincent and the Grenadines, were reviewed and included in the analysis.

The document was presented at the Eastern Caribbean Health Systems and Services Profiles Workshop held in Barbados, June 5-7, 2002. The comments, observations, and suggestions from the workshop participants were incorporated. The profiles for The Bahamas, Turks & Caicos are to be included in the analysis once finalised by the country teams. Subsequently, the information included in the Guyana, Jamaica, Trinidad & Tobago, and Suriname profiles was incorporated into the analysis that follows. (1st edition, July 2002)

Andean Sub-Region

cover_reforma_sub_andina_sp.jpgThe present analysis is based on the information contained in the section on monitoring and evaluation in the second edition of the Profiles of Health Systems and Services. The first analysis of the dynamic (phases and principal actors) and content of health sector reform in six countries (Bolivia, Chile, Colombia, Ecuador, Peru, and Venezuela) which comprise the Andean Health Body of the Hipólito Unanue Agreement was completed in 2001.

The information for the analysis was included in the section corresponding to the first edition of the Profiles of the Health Systems and Services. The second edition was published between April 2001 and May 2002. Based on the recently concluded second edition of the Profiles, the following is an updated analysis of health sector reform, which includes new information from the documents mentioned.
