Health Systems Strengthening

Health systems in the Region are characterized by insufficient development of primary health care, high fragmentation and segmentation, and limited social and financial protection. Achieving universal access to HIV prevention and care will require significant ongoing efforts to rebuild, reinforce and expand under-staffed and under-funded health care systems that are severely challenged. 

PAHO is supporting countries to strengthen the capacity of the national health authority to perform its steering role by improving policy analysis, formulation, regulation, and strategic planning, as well as implementing health system changes and enhancing intersectoral and inter-institutional coordination at the national and local levels. 

PAHO also supports countries in developing policies and funding proposals (i.e., the Global Fund) that seek to strengthen public, private and community health systems as part of the response to the HIV epidemic.
