The Republic of Paraguay is a landlocked country in South America.  It has a population of 6,454,548.  It has a market economy distinguished by a large informal sector, featuring re-export of imported consumer goods to neighboring countries in addition to the activities of thousands of microenterprises and urban street venders.  Political uncertainty, corruption, limited progress on structural reform and deficient infrastructure are the main obstacles to growth.  Its Human Development Index puts Paraguay at number 107 worldwide.  The Gini coefficient is 52.0.  The adult literacy rate is relatively high at 94.6%.

The World Bank has helped the Paraguayan government reduce Paraguay's maternal and infant mortality. The Mother and Child Basic Health Insurance Project aimed to contribute to reducing mortality by increasing the use of selected life-saving services included in the country's Mother and Child Basic Health Insurance Program (MCBI) by women of child-bearing age, and children under age six in selected areas. To this end, the project also targeted improving the quality and efficiency of the health service network within certain areas, in addition to increasing the Ministry of Public Health and Social Welfare's (MSPBS) management.
