The Pan American Health Organization (PAHO) Expanded Textbook and Instructional Materials Program (PALTEX), in collaboration with the Government of Guyana (GOG) came to the agreement in August 1981, to assist the country in the acquisition of new and updated medical books and instructional materials, for the Nursing schools and other medical facilities in Guyana. This program was coordinated under the Ministry of Public Health at the time. Unfortunately due to unforeseen circumstances, the Ministry encountered many challenges during that period and the program was in-operational.

In 2014 a request was made by the Berbice Regional health Authority to resuscitate the PALTEX program in Guyana, which was once beneficial to the tutors and the nursing students. In response to this request, we decided to invite the PALTEX Administrator to Guyana, who conducted an assessment of the type of materials available to the students, and found that we were definitely in need of updated materials, to assist our students and lecturers, if we were to achieve better results in our nursing and other medical programs.

In March 2015 the PALTEX Administrator visited Guyana to resuscitate the PALTEX program in Guyana, and to pave the way for new collaborations between the GOG and PALTEX.

The Pan American Health Organization/ World Health Organization (PAHO/WHO) in collaboration with the Ministry of Public Health (MOPH) launched the Expanded Textbook and Instructional Materials Programme (PALTEX) in Guyana on 16 September 2016. The implementation of the program is to provide high-quality instructional materials at prices that represent a real incentive for students and health workers to use them.  Present, were Nursing Students from the St. Joseph Mercy Hospital Nursing school, who were presented with Nusring textbooks, to assist in their studies.

Dr. William Adu-Krow, PAHO/WHO Representative, encouraged the Ministry of Public Health to make their learning facilities better to include internet with better bandwidth and service to accommodate some of the learning materials under the PALTEX programme which can be viewed online. Dr. Adu-Krow also stated that PALTEX is not only for nurses but also for doctors and other practitioners.

Dr. Kay Shako, Director of Regional Health Services, Ministry of Public Health, who gave remarks on behalf of the Ministry of Public Health Dr. George Norton, stated that the PALTEX program is noted to be resuscitated in Guyana at a time when it is most needed. She said “it comes at a time when Guyana is building capacity in the most needed areas like nursing, educational, clinical, and technical programmes, medex, community health worker programme, multi-purpose technicians and environmental health officials’ programme.”

With the national PALTEX Coordinator on board, the Ministry of Public Health will be supported in the acquisitions of upgraded health education learning materials available to those in the health sector. PALTEX will be seen as an avenue for high-quality learning, for the fact that textbooks and other instructional equipment can be procured at a reasonable cost.
