30 30Washington, DC, 1 October 2019 (PAHO)-  PAHO Director Carissa F. Etienne invited country delegates to take actions to ensure that primary care forms the basis of health systems, as part of the 30-30-30 Compact for Universal Health.

Speaking at the 57th Directing Council of the Pan American Health Organization (PAHO), she noted that the organization stands ready to support countries in making the compact a reality.

The Compact calls for intensifying and accelerating the efforts of the Region to achieve universal health by 2030, reducing barriers to access to care by at least 30%, and investing at least 30% of of health resources to the first level of care by 2030.

The PAHO-led initiative reaffirms that health is a right, and that universal health means that all people have access to and coverage of comprehensive and quality health services, without suffering financial difficulties.

It also affirms that the social determinants of health must be addressed. Last April, the report of the High-Level Commission on Universal Health in the 21st Century: 40 years of Alma-Ata was presented in Mexico. It contains recommendations which were compiled in the 30-30-30 Compact to accelerate the path to universal health.
