PAHO Director statement on the External Evaluation of PAHO’s Results-Based Management Framework Implementation

PAHO’s Results-Based Management (RBM) framework was adopted in 2008. It significantly changed the way PAHO operated, shifting the focus from short-term results within the manageable interests of managers to medium-term results that directly benefit the health of the population in the Region of the Americas. 

The first external Evaluation of PAHO’s RBM Framework Implementation was conducted in 2023 to provide an independent assessment of how RBM has been used by the Organization, understand its added value to PAHO’s work, and identify opportunities for improvement. 

The publication of this evaluation aligns with PAHO’s continued commitment to the Organization’s use of evaluations for greater efficiency, transparency, and accountability. 

I welcome the report of this important evaluation and its recommendations, which will help PAHO identify operational and strategic steps for moving forward in its pursuit of enhanced organizational effectiveness. This evaluation is also an essential step to better equip PAHO to address the evolving public health challenges faced by its Member States.
