PAHO supports Central American countries in strengthening their governance in human resources for health

Washington D.C., March 12, 2024 (PAHO)—The Pan American Health Organization (PAHO) supported Central American countries in strengthening the governance in human resources for health (HRH) through the development of a technical-political document on HRH planning for the countries.

The Commission for the Development of Human Resources for Health, in collaboration with PAHO, developed the Roadmap for strengthening human resources for health in Central America and the Dominican Republic, that includes: (1) the situational analysis, (2) the definition of priorities, and (3) the work plan for each country. This document was developed based on the five strategic lines of action of the Health Workforce Policy 2030: strengthening human resources for health to achieve resilient health systems (CD60/6). The Roadmap is considered mandatory for the HRH work in the countries that form part of the Council of Health Ministers of Central America and the Dominican Republic (COMISCA).

As background, the COMISCA Resolution 14-2023 was approved on December 7, 2023, “Relates to regional labor mobility and capacity building of the HRH of the SICA Member States”, and further recognizes PAHO’s support to COMISCA’s Regional Technical Commission for the Development of Human Resources in Health (CTDRHUS, Spanish acronym) in their preparation of the Roadmap. The resolution was signed by the Health Ministers of Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic.

The development of the roadmap was achieved through the integrated efforts and active participation of the countries of the Subregion, with the support of PAHO’s Human Resources for Health Unit of the Department of Health Services and Systems and the Subregional Program for Central America and the Dominican Republic (CAM). This milestone is part of PAHO's technical cooperation actions towards strengthening human resources for health in the Region of the Americas.
