Le Comité exécutif est composé de neuf États Membres de l'Organisation, élus par la Conférence ou le Conseil, pour des périodes de trois ans qui se chevauchent. Le Comité se réunit deux fois par an et agit en tant que groupe de travail de la Conférence ou du Conseil. Des réunions spéciales sont convoquées par le Directeur du Bureau soit à sa propre initiative ou à la demande d'au moins trois États Membres. Le Comité est doté d'un sous-comité permanent, le Sous-comité du programme, du budget et de l' administration.
