Background


Achieving universal health requires profound, sustained transformations that place people and communities at the center. Within this framework, Integrated Health Service Delivery Networks (IHSDNs) stand as one of the most strategic expressions of Primary Health Care (PHC), turning its principles into concrete actions to reorganize services and guarantee effective, continuous, and high-quality care.

The updated conceptual and operational framework for IHSDNs in the Americas emerges from a collaborative effort led by the Alliance for Primary Health Care in the Americas (A4PHC). It consolidates institutional knowledge and offers a renewed roadmap to guide countries in strengthening service integration.

This document marks the first joint technical consensus among the Inter-American Development Bank (IDB), the World Bank, and the Pan American Health Organization (PAHO), setting the foundation for a shared interinstitutional agenda to advance health systems across the Region
