On 26 January 2023, the Government of Texas has declared an emergency due to the severe cold weather in Harris and Orange counties. Media has reported a cold storm affected the Southern Plains and the Southeast of Texas on 1 February. Between 30 January to 1 February, 2 severe weather-related deaths were reported. The PowerOutage.us site reports at least 298,593 people were experiencing power outages. Drought

Uruguay

On 31 January 2023, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), provided information regarding the drought situation in Uruguay. According to the report, on 20 January, the National Emergency System (SINAE per its acronym in Spanish) of Uruguay has requested support from the Uruguayan Red Cross. At least 75,000 people were affected in the following departments: Tacuarembó, Cerro Largo, Florida, Lavalleja, and San José. In addition, the most critical situation is the lack of access to potable water, which is limiting water consumption and use, as well as the maintenance of crops and livestock for about 1,300 families (5,200 people) located in these departments. The report is available at: OCHA
