National Consultant: Support in the implementation of primary health care activities at regional level

Background

Primary health care (PHC) is an essential component of high-performing health systems, delivering effective, affordable, and inclusive care to people when they need it, and providing the foundation for both universal health coverage (UHC) and the Sustainable Development Goals (SDGs). 

UHC aims at ensuring that all people have access to quality health services without financial hardship. PHC contributes to UHC by ensuring health services are available, accessible, and affordable. 

The Ministry of Health of Guyana and PAHO work together laying the foundation for the expansion of PHC operations focusing on the creation of Integrated Health Service Delivery Networks to improve access to health services. 

Activities include enhancing public health functions, developing tools to guide Regional Health Officers (RHOs), undertaking situational and resource analyses for developing annual health plans in their regions, implementing baseline surveys to assess the access barriers to health services at the community level, to expansion of mobile health services, among others. 

PAHO will continue this support to strengthen Guyana's health system. For this, PAHO requires the services of a national consultant to assist counterparts in the implementation different activities at regional level to improve expansion of health services in the community, the development of training tools and manuals and annual health plans for RHOs.

Duration of Assignment

The assignment will encompass the period 15 October – 30 December 2022. Travel to all administrative regions in Guyana may be required to coordinate with stakeholders and regional actors. The regions to travel will be defined with PAHO.  Travel and accommodation costs are covered by PAHO. 

Education and Experience

  • The Consultant must possess a Degree in Medicine. A postgraduate degree in public health, health management or in any other related area is an asset.
  • At least 5 years' direct work experience implementing health systems and services programs at regional and field level.
  • Excellent communication skills in written and spoken English.
  • Excellent inter-personal skills
