Reports of wrongdoing can be made to the Investigations Office (INV), using one of two channels. Please click on a button below to report. For anonymous reporting, please use the Speak Up! Reporting Portal. More information about the two reporting channels is provided below.
When INV receives a complaint of alleged sexual exploitation and abuse, or sexual harassment, INV will only move forward with the investigation process with the consent of the identified victim or affected party, thereby maintaining a victim-centered approach.
- What is the Speak Up! Reporting Portal?
The Speak Up! Reporting Portal is a secure and confidential line of communication enabling PAHO personnel and outside sources the ability to report wrongdoing to the Investigations Office (INV) and provide supporting information. Users can report alleged wrongdoing anonymously, if they choose. - Why do we need the Speak Up! Reporting Portal when we have the PAHO Integrity Helpline?
The Speak Up! Reporting Portal will provide a direct reporting line to INV through a robust and enhanced system, fully integrated into INV’s new Case Management System. The new Reporting Portal will foster increased transparency and accountability as INV conducts its work to foster good governance in PAHO by protecting its resources and its reputation. - Will I be able to contact other PAHO departments through the Speak Up! Reporting Portal?
No. The Speak Up! Reporting Portal is intended only to receive reports of wrongdoing addressed to INV. Nevertheless, all other inquiries may be referred to other PAHO entities outside of INV, as appropriate. - What if I am not sure I am ready to report? Are there other offices with whom I can consult or receive support?
The Integrity Conflict Management System resources may provide assistance to address workplace concerns and grievances. The Staff Counselor is also available to offer counselling and psychosocial support. These resources may be contacted as follows:

No. The Speak Up! Reporting Portal is administered by Resolver, Inc., an independent third party. INV does not have access to the origin of anonymous complaints. - If I choose to remain anonymous, can I communicate with INV about my complaint after I submit my complaint?
Yes. Even when you choose to remain anonymous, you can opt to receive email notifications and maintain a line of communication with INV throughout the investigative process. - Will anyone outside of INV including senior management have access to the Speak Up! Reporting Portal?
No. The Speak Up! Reporting Portal is only linked to INV's case management system, also administered by Resolver, Inc, an independent third party. Thus, complaints of wrongdoing go to INV directly, and no other department or person working outside of INV has access to this case management system or its accompanying Speak Up! Reporting Portal. - What types of wrongdoing should I report?
Report when you witness or suspect a wrongdoing has been committed, including acts of fraud, corruption, harassment, sexual harassment, sexual exploitation and abuse, or retaliation. Learn more about PAHO's policies. - Who can use the Speak Up! Reporting Portal?
All PAHO personnel, contractors, third parties, collaborating partners, donors, and people outside of the Organization may access and use the Speak Up! Reporting Portal to file a complaint. - When I file a complaint of alleged wrongdoing, will I be protected from retaliation?
PAHO has a Policy to Protect against Retaliation that is applicable to all PAHO Personnel, staff members and contingent workers, who file a complaint of suspected wrongdoing or cooperate in an investigation or audit. When you file a complaint in good faith, PAHO will take measures to protect you from retaliation. Speak Up! Reporting Portal
Report wrongdoing through the Speak Up! Reporting Portal's online form. The Speak Up! Reporting Portal is available in the Organization’s four official languages and allows parties or uninvolved observers to submit reports anonymously, if they wish, without fear of retaliation.
Confidential and anonymous
The Speak Up! Reporting Portal provides a safe, and independent mechanism to report allegations of wrongdoing involving PAHO. Reports can be made confidentially and anonymously and are accessible only by PAHO’s Investigations Office, which will assess allegations and may decide to initiate investigations, in accordance with its mandate.
