Policy Briefs on Long-Term Care

Strengthening long-term care (LTC) is essential to respond to population aging and ensure that people with care needs can live with dignity and support across the life course. Implementing the Regional Policy on Long-Term Care (2025–2034) requires practical guidance to help countries turn commitments into action.

To support this effort, a new series of policy briefs has been developed, in collaboration with key partner organizations, including the Inter-American Development Bank (IDB) and the International Labour Organization (ILO), to provide concise, evidence-informed recommendations on key components of long-term care, including person-centered care, the roles and needs of paid and unpaid caregivers, and governance and financing.

The briefs are available below and are designed to support countries in advancing equitable, integrated, and sustainable long-term care systems.

Person-centered long-term care - promoting integrated, rights-based, and culturally responsive long-term care models tailored to individual needs and preferences across the life course.

The roles, rights, and needs of paid and unpaid caregivers - addressing workforce planning, education and training, decent work conditions, support for informal caregivers, and professionalization of care roles.

Governance and financing of long-term care - strengthening intersectoral coordination, regulatory and oversight mechanisms, sustainable financing arrangements, and accountability structures to ensure equitable access to quality LTC services.
