On Thursday, April 30, from 9:30 a.m. to 10:30 a.m. (Bogotá, Colombia time), the regional report “Inclusion of Disability in Health Systems and Emergency Management in Latin America and the Caribbean” will be presented. The report is published by the Pan American Health Organization (PAHO) and the Economic Commission for Latin America and the Caribbean (ECLAC), in collaboration with the Inter-American Network of Persons with Disabilities and their Families (RIADIS). The launch, which will be streamed online via Zoom, will take place within the framework of the Congress “Our Voice, Our Rights: 20 Years of the Convention on the Rights of Persons with Disabilities,” organized by RIADIS in Bogotá, Colombia.

In Latin America and the Caribbean, persons with disabilities continue to face persistent barriers to fully exercising their right to health, both in routine care and in emergency situations. While regulatory and institutional advances exist, gaps remain in the availability and use of data, the provision of inclusive services, the development of capacities among health personnel, and preparedness and response to emergencies. During the launch, the main findings of the new report will be presented, and documented experiences will be shared. The session will foster dialogue among key stakeholders on challenges and priorities for advancing toward more equitable, accessible, and inclusive health and emergency management systems.

The event is intended for ministries of health, national disability authorities, risk management and emergency authorities, organizations of persons with disabilities and their families, international organizations, cooperation agencies, academia, and technical teams working in health, disability, and emergencies.

Specific objectives

  • Share the main gaps identified in data, service delivery, institutional capacities, and emergency response.
  • Present documented experiences and progress in countries across the region.
  • Promote exchange among authorities, organizations of persons with disabilities, and strategic partners.
  • Identify recommendations to strengthen inclusive policies, services, and response mechanisms.
