In 2013, the countries adopted a new working framework reflected in the PANDRH Network Strategic Development Plan (2014–2020).

This document establishes the need for a systematic mechanism to define priority areas of work, based on periodic analysis of the regional context and the needs of the National Regulatory Authorities (NRAs). Subsequently, the Network has operated through projects selected and approved in accordance with the Terms of Reference: Procedure for the Prioritization of Areas and Selection of Projects of the PANDRH Network.
