Information Management and Reporting Consultant (International Recruitment, Offsite)

PAHO seeks a candidate to support its Incident Management Support Team (IMST) for PAHO’s COVID-19 response for 6 months (offsite/remote) to support its information management and operational situation reporting activities. Candidates must have excellent written English and Spanish.

Objectives of the Department

The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.


Organizational context

The information management consultant position operates within the Incident Management Support Team (IMST) for PAHO’s COVID-19 response as part of the Health Emergencies Department. The consultant will work directly with the PHE Communication Specialist to assist in the preparation, update and publication of web and social media content that has been cleared for publication on the web. The consultant will coordinate closely with the Department’s network of technical advisors at the regional, subregional, and country level as well as the Organization’s Communications Department (CMU) to ensure relevant content on the PHE webpages and social media accounts is kept current and reflects PAHO’s quality and branding requirements.

 

Responsibilities:

Under the general supervision of the COVID-19 Incident Manager and the direct supervision of the COVID-19 Deputy Incident Manager, and in coordination with other designated IMST PAHO staff members, the incumbent is responsible for, but not limited to, the following assigned duties:

  • Prepare biweekly operational situation reports that document the Organization’s response.
  • Prepare ad hoc reports, weekly internal updates for PAHO Executive Management, situation analyses, programmatic evaluations, and other outputs as necessary.
  • Collaborate in knowledge and information management in the establishment and maintenance of a collaborative repository for IMS for IMS data and project files, in coordination with IMS team and designated personnel.
  • Maintain databases to track key performance indicators and deliverables pertaining to the Organization’s response
  • Contribute to the preparation of reports for donors documenting achievements and deliverables completed within assigned grants’ timeframes.
  • Support collection and consolidation of programmatic and financial information for corporate and donor reporting and for monitoring programmatic progress towards key performance indicators.
  • Liaise with communications focal points from different PAHO regional and country entities to identify and highlight success stories relevant for public dissemination through IMST information products.
  • Collaborate in other IMS areas as necessary or requested by the COVID-19 Incident Manager.
  • Perform other duties, as assigned.

 

Education requirements (Qualifications)

Essential: Bachelor’s degree in international relations, public health, a social science, or a related university subject.

Desirable: Advanced degree in a related field.

Experience requirements

Essential: At least five years of professional experience in information management, report writing, or development of written high-profile materials for external audiences (including partners and donors).


Desirable: Experience in information management for humanitarian or emergency contexts, ideally for UN agencies or other development partners


Languages
Excellent knowledge of spoken and written English and Spanish. Knowledge of French and/or Portuguese would be an asset.

  • PowerBI
  • InDesign, Photoshop, or similar layout and design software packages.

Location:

This temporary position is in support of the Organization’s Health Emergencies Department team, which is based at PAHO’s Headquarters in Washington, D.C. However, given the extended duration of the COVID-19 emergency, the incumbent will be requested to work from their location of residence. If selected, the incumbent would be onboarded at their place of recruitment and can perform their duties, via emergency telework, from that location. The incumbent will be required to perform the full functions and responsibilities of the position via telework.

 

Expected contract duration

Short term (4-6 months), with possibility of extension subject to performance and based on needs and funding availability.
