Technical Support Consultant (Local Recruitment)

PAHO seeks a consultant to support its Emergency Operations Unit (EMO) during the coordination, preparation and implementation of base programs and emergency operations activities. This consultancy is based in Washington, D.C.

Objectives of the Department

The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radio nuclear and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy.

Organizational Context

As part of the PAHO Health Emergencies (PHE) Department, the Technical Support Consultant is responsible for supporting the Emergency Operations Unit (EMO) and Emergency Operations Center (EOC) staff during the coordination, preparation and implementation of base programs and emergency operations activities. The incumbent also provides support to project management and administration tasks and activities, when necessary, to facilitate the timely delivery and implementation of the EMO and EOC Products and Services.

Summary of Responsibilities

Under the direct supervision of the Unit Chief, Emergency Operations, the Technical Support Consultant is responsible for, but not necessarily limited, to the following assigned duties:
a)Provide technical assistance support in specified areas of health emergency operations, including management of information tools, generation of reports and strategic documents, among others.

b)Support the efforts aimed at the organization and development of methodologies for training as well as the review of products as part of PAHO’s technical cooperation to facilitate the countries’ response to emergencies and disasters.

c)Support the preparation of meetings and methodologies aimed at the development of the Inter-American Humanitarian Health Assistance Network (IHHAN).

d)Support the monitoring and follow-up of emergency response operations through the different mechanisms available at PAHO/WHO, including the Task Force, EOC, PAHO’s Regional Response Team, and the IMS.

e)Collaborate in the delivery of materials and follow up on activities implemented by the Emergency Operations Unit and the Emergency Operations Center.

f)Assist in researching and analyzing donor and political trends as well as actions conducted by existing and potential contributors; support in the preparation of policy documents, while providing support for the preparation of donor proposals and reports.

g)Support the Department’s processes and endeavors related to information management, operational planning, and reporting.

h)Perform other related duties, as assigned.

Education requirements

Essential: A bachelor's degree in business administration, public administration, public relations, finance, economics, health sciences, social sciences, natural sciences, or a related field from a recognized university.

Experience requirements

Essential: Three years of combined national and international experience in public health, project management, business administration, or a related field.

Desirable: Experience working with international organizations would be an asset.

Languages

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Location

This vacancy is subject to local recruitment of candidates recruited in the local commuting area of the duty station. The incumbent would be stationed at the PAHO/WHO Headquarters Building in Washington, D.C, with occasional duty travel. Candidates are ineligible for relocation costs or reimbursement of expenditures related to travel to and from the duty station.

Expected contract duration:
The consultant will be hired for a six-month full-time period, starting 20 September 2021, with possibility for extension subject to performance and funding.
