TERMS OF REFERENCE – PAHO/WHO PROJECT CONSULTANT
The Pan American Health Organization, Regional Office of the World Health Organization (PAHO/WHO), has an
established history of technical cooperation in public health with national authorities in The Bahamas and Turks and Caicos
Islands. PAHO/WHO is responsive to the countries' public health priorities and aligns technical cooperation to countries
towards achieving regional and global health goals. PAHO/WHO helps countries to shape their health services and health
research agendas, set norms and standards, evaluate, and implement evidence-based policies and monitor and assess health
trends. The organization promotes health care strategies that reach people in their communities in order to extend health
services to all and increase efficiency in the use of resources.
The PAHO/WHO Bahamas Country Office is seeking to recruit a Project Assistant to participate as a member of a multidisciplinary team and contribute across all technical programmes through assisting with coordination, planning, and
implementation of the PAHO/WHO Work Plan and preparation of technical reports. The Project Assistant will support
technical work in the areas of climate change and environmental determinants of health. The successful achievement of the
program of work will require close collaboration and coordination among national authorities, members of PAHO/WHO
country office, sub-regional and regional staff, and other stakeholders and partners. In performing these duties, the
consultant will be guided by the PAHO/WHO Representative, the Organization's Strategic Plan, and its Biennial Work Plan
(BWP), national strategies, and other directives regarding technical cooperation. The work of the Project Assistant will be
supervised by the PAHO/WHO Representative.
ADMINISTRATIVE RESPONSIBILITIES
1. Support the PAHO/WHO project team in planning, budget preparation and implementation of activities across all
programme areas.
2. Support preparation of project and budget reviews by submitting results-oriented progress reports and
recommendations on the delivery of technical cooperation activities to The Bahamas and Turks and Caicos
Islands.
3. Assist with selection and determination of specifications of equipment and supplies required for technical
projects, ensuring availability of adequate information for the administrative team to complete procurements.
4. Support drafting of project correspondence.
5. Facilitate establishment and maintenance of strategic partnerships and communications to support implementation
of programmatic work.
6. Support knowledge sharing among technical and administrative team members by participation in staff training
and meetings, synthesizing lessons learned, and recommending learning opportunities.
7. Assist with the electronic archiving of project and program documents.
TECHNICAL RESPONSIBILITIES
8. Provide technical support during public health emergencies for data management, preparation of situation reports
and assist the Incident Manager with coordination and monitoring functions.
9. Provide technical support for the planning and implementation of strategies for on-going monitoring of health
service delivery and diseases' status to identify inequalities in health outcomes and reduce identified inequities
through a Health in all Policies (HiAP) framework of engagement with national authorities.
10. Provide technical support for the development, implementation and monitoring of plans and projects to mitigate
the impact of climate change and environmental determinants of health.
11. Assist in the development of effective risk communication, public education and public awareness projects and
products in the areas of work assigned.
12. Participate in inter-programmatic work of the PAHO/WHO country office, and collaborate with sub-regional and
regional focal points, to optimize the delivery of country technical cooperation.
13. Contribute and collaborate in the development, implementation and monitoring of PAHO/WHO work plans,
budgets and reports as they relate to assigned areas of work.
14. Perform other related duties as assigned.
QUALIFICATIONS AND EXPERIENCE
Essential: a university degree in public health, or related field, from a recognized institution. Minimum three years’
experience supporting or coordinating projects and working in multicultural or international settings are desirable.
SKILLS
Essential: Excellent English language oral and writing skills. Good organizational and analytical skills. Ability to
efficiently utilize available computer software programs, such as Microsoft Office Word, Excel, PowerPoint, SharePoint,
and Outlook.
DELIVERABLES
Monthly progress report submitted to the designated PAHO/WHO official for this contract.
