Compendium of indicators recommended by the Pan American Health Organization/World Health Organization (PAHO/WHO) for monitoring pre-exposure prophylaxis (PrEP) services

Pre-exposure prophylaxis (PrEP) is a highly effective intervention to prevent human immunodeficiency virus (HIV) transmission in individuals with elevated risk of infection. The World Health Organization (WHO) recommends its use as part of a comprehensive combined prevention approach, and its implementation is essential to accelerate progress towards the goal of eliminating HIV as a public health problem. In the Region of the Americas, a growing number of countries have adopted policies aimed at offering PrEP within the health system, achieving significant progress in its availability and coverage. However, this progress must be accompanied by robust monitoring systems that allow for continuous evaluation of access to, utilization of, and outcomes of PrEP services. Having timely, complete, and comparable data is essential for identifying gaps, guiding programmatic strategies, and ensuring that this intervention effectively benefits those who need it most, thus contributing to the sustained reduction of new HIV infections. This document compiles the indicators recommended by WHO for monitoring PrEP services, according to the Consolidated guidelines on person-centred HIV strategic information: Strengthening routine data for impact (WHO, 2022) and Web Annex B (WHO, 2022). The objective is to support countries in designing and strengthening information systems that support the expansion of this key tool in HIV response.
