Global standards for quality health care services for adolescents

Adolescence represents a critical developmental period with lasting implications for health and well-being, yet adolescents worldwide continue to face persistent barriers to accessing equitable, acceptable and high-quality health services. 

This guidance presents an updated global framework to strengthen the quality of health care services for adolescents, building on earlier standards while integrating emerging evidence, technological advances and evolving health priorities. The document outlines nine interrelated standards defining key dimensions of quality care, including adolescent-centred approaches, developmentally responsive services, equity, confidentiality, community engagement and data-driven practice. It also reflects findings from global consultations, evidence reviews and stakeholder engagement processes that informed its development. 

The guidance describes how these standards can be operationalized across diverse health system contexts and service delivery platforms, supported by a competent workforce and enabling environments. Intended for policy-makers, programme managers and health practitioners, it provides practical considerations for implementation, monitoring and continuous quality improvement. By promoting inclusive, rights-based and evidence-informed care, it aims to enhance adolescents’ engagement with health services and contribute to improved health outcomes globally.
