Governance of Civil Registration and Vital Statistics (CRVS) systems is essential to advancing their digital transformation and ensuring the quality, protection and use of vital event data. Strengthening governance requires clear institutional arrangements, adequate regulatory frameworks and coordination mechanisms among civil registries, the health sector, statistical offices and other stakeholders.

In this session, Jorge Pacheco Jara, Head of the Department of Health Statistics and Information (DEIS) at Chile’s Ministry of Health, will discuss good governance practices for CRVS. The session will also feature contributions from Miguel Ojeda, Head of the Demography Subdepartment, and Héctor Cofré, Head of the Civil Registration Subdepartment.

Discussions will explore governance models that bring together the different stakeholders within the system, alongside data protection policies, sustainable financing and system performance monitoring. The session will also address intersectoral coordination and accountability mechanisms as key components of stronger CRVS systems.

This event is held within the framework of the CRVS Community of Practice and is part of the thematic area on digital transformation, which aims to promote the active exchange of good practices and relevant information on the digital transformation of CRVS systems throughout the Region.

General objective

To strengthen countries’ capacities to plan, implement and consolidate the digital transformation of Civil Registration and Vital Statistics (CRVS) systems through the adoption of good practices in digital identity, the digitization of processes and archives, system governance and interoperability, with a view to improving the quality, timeliness and use of information for public administration and decision-making.

Specific objective of the session: To strengthen knowledge of CRVS governance, including institutional arrangements, regulatory frameworks, intersectoral coordination and accountability mechanisms.

Jorge Pacheco Jara
Head of the Department of Health Statistics and Information (DEIS), within the Health Planning Division of the Undersecretariat of Public Health at Chile’s Ministry of Health. His work focuses on health information governance, data quality, official health statistics, and standards for data integration and interoperability across the health sector.
