This document is the result of the lessons learned in the implementation of the Plan of Action on Safe Hospitals in the period 2010-2015, and the priorities identified by 29 countries and territories1 in a consultation process during the regional meeting of health disaster coordinators in Managua (Nicaragua) in October 2015. This purpose of this document is to give the Member States of the Pan American Health Organization (PAHO) an operational framework to guide the implementation of actions for disaster risk reduction in the health sector. The development of several international instruments, such as the 2030 Agenda for Sustainable Development, the Paris Agreement on climate change, the Sendai Framework for Disaster Risk Reduction 2015-2030, and the Agenda for Humanity, as well as the reform of the response capacity of the World Health Organization (WHO) in outbreaks and emergencies have, together, significant importance and implications for the countries of the Region of the Americas, requiring practical mechanisms for the implementation of these instruments. |
