Situation Report 4 Jamaica - Hurricane Melissa. 30 Oct. 2025

At 8:00 a.m. EST on 29 October 2025, the Government of Jamaica issued the All Clear following the passage of Hurricane Melissa, which made landfall as a Category 5 hurricane near New Hope, Westmoreland, bringing catastrophic winds, heavy rainfall, and storm surges. The Meteorological Service discontinued the Flash Flood Watch for all parishes at 5:00 p.m. the same day. All public hospitals continue to provide emergency services only, with five facilities—Black River, Savanna-la-Mar, Cornwall Regional, Noel Holmes, and Falmouth—facing further service reductions due to major damage. As of 30 October, nineteen deaths have been confirmed from injuries sustained during the hurricane’s approach and passage. PAHO is supporting the Ministry of Health and Wellness in key response areas including Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support, Post-Disaster Infrastructure Assessments, and continuity of health services, with experts being deployed to Jamaica. Priority parishes for initial damage assessments have been identified, and the National Emergency Operations Centre (NEOC) remains activated at Level 3.
