Background

Health systems in the Region of the Americas continue to face fragmentation, segmentation, and access gaps that affect continuity of care, efficiency, and health outcomes. The COVID-19 pandemic underscored the urgency of advancing structural transformations to ensure timely, accessible, and quality services for all people.

In this context, Integrated Health Service Delivery Networks (IHSDNs) are a key instrument to reorganize health services with a territorial and primary health care (PHC)–based approach. The updated conceptual and operational framework for IHSDNs reflects countries’ accumulated experience and recent progress in governance, territorial management, social participation, digital transformation, and sustainable financing.

The new framework offers a practical and updated guide to strengthen the implementation of IHSDNs, move toward more integrated and resilient health systems, and contribute to the achievement of universal health in the Region.

Objective

To present the updated conceptual and operational framework for IHSDNs; promote a shared understanding of its application to strengthen PHC and advance toward more integrated, resilient, and people-centered health systems; and provide a space for the exchange of experiences and challenges related to its implementation in the Region.
