The digital transformation of Civil Registration and Vital Statistics (CRVS) systems requires the development of secure, inclusive, and interoperable mechanisms for digital identification and authentication. Digital identity is a strategic component for facilitating access to services, strengthening data protection, and improving integration across health information systems and platforms.
In this session, Claudio Muniz Machado Cavalcanti and Yolanda Martínez Mancilla, specialists from the World Bank, will share experiences and good practices related to the design and implementation of digital identity systems within the context of CRVS digital transformation.
Key topics will include legal and digital identity concepts, electronic credentials, authentication, and data protection, as well as examples of use cases and measures aimed at preventing exclusion, identity fraud, and privacy breaches.
This event is part of the Civil Registration and Vital Statistics thematic area, which aims to exchange good practices and strengthen technical and institutional capacities to improve the quality, interoperability, and strategic use of health data across the Region.
General Objective
To strengthen technical and institutional capacities to use ICD-11 as the central semantic standard in Civil Registration and Vital Statistics (CRVS) systems and Information Systems for Health (IS4H), improving the quality and integration of morbidity and mortality data and enabling the interoperability required for digital transformation in health and informed decision-making.
Specific objective of the session: To analyze the role of digital identity in strengthening CRVS and health information systems and to present basic guidelines for its secure and inclusive design and implementation.

Claudio Muniz Machado Cavalcanti
Specialist in digital transformation and data governance, with experience in digital innovation and international development. He currently works on digital transformation and data initiatives at the World Bank.
Yolanda Martínez Mancilla
Practice Manager for Digital Development in Latin America and the Caribbean at the World Bank, where she leads digital transformation initiatives across the region. She has experience at subnational, national, regional, and global levels.
