Background


The Region of the Americas has made progress in recognizing primary health care (PHC) as the cornerstone of health systems transformation. However, a critical gap remains between policy and implementation: countries have regulatory frameworks and strategic guidance, but face challenges in translating them into institutional capacities, aligned financing, service delivery, and concrete results for people and communities. 

For the first time, this meeting brings together three regional technical networks—RedFESP (Network on Essential Public Health Functions), REFSA (National Health Funds Network of the Americas) and Impulsa-RISS (Network to Advance Integrated Health Service Delivery Networks)—in a joint space with a systemic and integrated approach. Its central premise is that PHC can only be consolidated when governance creates the enabling conditions, financing aligns incentives, and service delivery operates through integrated networks in the territories. 

The meeting seeks to consolidate a regional platform for dialogue, applied learning and collaborative planning to accelerate the transformation toward PHC, connect experiences across countries, translate evidence and technical knowledge into practical tools, and generate regional public goods for technical cooperation. 

 

Objectives 

Overall objective 

To strengthen coordination among governance, financing and integrated service delivery by bringing RedFESP, REFSA and Impulsa-RISS together in a joint space for exchange, applied learning and collaboration to accelerate the effective implementation of PHC in the countries in the region of the Americas. 

Key objectives 

  • Accelerate the transformation toward PHC through collaborative work among the three networks. 
  • Strengthen institutional and territorial capacities to implement PHC policies, fostering greater coordination and integration with specialized health services. 
  • Identify and scale up technical cooperation strategies, tools and products with potential for regional replication. 
  • Promote cross-network priorities for the 2026–2027 biennium. 

 

General Information


The Joint Regional Meeting RedFESP–REFSA–Impulsa-RISS is organized by Panamerican Health Organization and Ministry of Health of Brazil and will be held in person from 2 to 4 September in Brasília, Brazil.

Representatives from the three regional technical cooperation networks on primary health care (PHC) will participate, including delegates from different countries of the Americas. 

The meeting will combine plenary sessions, technical panels, country experience exchanges, and network-specific working sessions. It will also provide opportunities to address cross-cutting issues related to strengthening governance, financing, and integrated health service delivery.

The event will be livestreamed and will feature simultaneous interpretation in English, Spanish, and Portuguese.
